Offline User Can't Access

I’ve add a new user last week that is using an iPad Pro. I have “loaned” him a license like I do all our outside sales reps but he is saying he cannot access the presentation unless he is online. What would cause this? When I uploaded everything on his iPad, it did not show a watermark and I assumed it was good to go, but he is now on the road and unable to look at it myself. Any ideas?
