How to enable draw mode on the topmost experience layer. it is only working on a scene but I have some other elements which are repeated using experience layer so I want feature to draw the topmost layer in the hierarchy

You can use a transparent image with a Fill behavior and put it in your foreground Experience Layer.
A 1px by 1px transparent .png will do the trick.

now problem i am facing is how can i move/close draw toolbox in this method.
Hi,
The standard drawing panel positioning is fixed for image and you can’t move it by default, this feature is only available for a scene.
But with all the actions that comes with the drawing feature, you have a full control on the drawing elements/behavior and you can recreate your own.
