How to Disable a toggle button automatically if data is not available in excel for certain sections

We are working on 600 plus Stories we do have 4 major subsections which are there in some stories which is not there some of them…

For Ex : when ever i enter the scene with story ID of 280 which doesn’t contain 2 sections it should disable automatically.

how can i achieve this ?
